When you add sidewalks to your Lego city using tiles, this usually will make you lose the ability to have minifigures being hold from the studs, because the stud will now be hideen below the tiles.
In order to have the ability to hold the minifigures and bikes you can apply a combination of tiles and plates, check how these bikes are being hold by using the 1x2 plates below them.
Granted!, it would look way better if the plates were the same color as the tiles used as sidewalk, but we do not have the pieces for that, yet!
